【Abstract】 From the construction period to the operation, Sanmenxia Water Control Project has gone through decades of years on decision-making. And owing to some mistakes in decision making, it not only results to the waste of resources, but also brings some disadvantages on both sides of Yellow River. The reasons that lead in the wrong administrative decision-making are various, and among all the reasons, the one-sided and flaw on power of the feasibility demonstration are the most serious on administrative decision-making.
